This could be used for a Hook Rug Pattern, or Quilt Pattern and/or possible a Rug Oilcloth Stencil, etc.

Not sure what the metal is.  Pattern in very nice condition.
Very Rare piece.  This Metal Stencil is stretched onto a wooden frame with L bracket in each corner.
There are a few nails missing - see photos.
